＜DX・行財政対策特別委員会＞
 
 
今日から1泊２日で特別委員会の県外調査に参加します。
まずは名古屋市に移動して豊田市にある
トヨタ自動車株式会社貞宝工場を訪問、
「トヨタ流デジタルのものづくり」について調査しました。
 
トヨタのものづくりの原点である「自分以外
の誰かのために、人中心のものづくりの現場
」という考え方のもと、貞宝工場にはスター
トアップスタジオが開設されています。
生産設備の設計に際して３Dモデルを
つくって効率化を図ったり、デジタルツイン
により既存設備の生産性向上にも取り組んでいます。
 
1時間半余りの調査でしたが、説明もスマー
トで効率よくこなされ、さすがトヨタ！
と感じる調査でした。

＜DX・行財政対策特別委員会県外調査二日目＞
 
 
県外調査二日目はまず愛知県庁へ。
こちらでは行政DXの取組及び生成AI活用の
検討状況について調査しました。
生成AIの活用については名古屋市と連携して
ガイドラインを作成している点に注目しました。
 
次にバスで碧南市まで移動して、
旭鉄工（株）/ iSmart Technomogies（株）を
訪問し、「IoT活用による中小企業の生産性
向上とカーボンニュートラルの実現について
」調査しました。
 
トヨタ自動車の一次サプライヤーとなる部品
メーカーですが、IoTシステム
「iXacs（アイザックス）」を構築して徹底的
な改善活動で生産性の向上を実現、
カーボンニュートラルも推進しています。
強面で迫力ある社長で、改革を実行し成果を
上げるにはこうしたリーダーシップが必要
なんだ、と感じました。
 
昼食後は名古屋駅に移動、私は離団して東京方面に。
明日出発するインド訪問団に合流します。

＜Coming back from India, safe and sound!＞
 
 
Our delegation of Hiroshima Prefecrtural
Assembly to India have arrived home safe and
sound on 4th of December in the morning.
At the first day of our visit, the 30th November,
we could successfully reach the agreement of
Memorandum for economic cooperation
between Hiroshima Prefecture and Tamil Nadu
state, and made a courtesy visit to State
Assembly of Tamil Nadu.
This was our main mission and it was completed
on the first day.
This Memorandum incrude to enhance the
human netwok, to exchange the economic
delegation, to provide profeshional talent, and
to promote the direct investment mutually.
On 1st of December morning, we went to
the world heritage site, Mahabalipuram.
Officers of tourism division of Tamil Nadu
government welcomed us very passionately,
with very loud music and dance team
surprisingly.
Although it is very hot day, I mesmerized with
beautiful and solemn architecture, seashore
temple.
And we enjoyed south Indian style lunch at
Radisson hotel there.
Many Indian staffs brought various foods by
turns on the big leaf of bananas.
As It was a kind of show, we could feel splendid
charm of south India, culturally and delightfully.
On 3rd of December afternoon, our last day
of this visit, We attended the lunch meeting
organized by Reliance MET CITY at the
Oberoi Hotel.
I have surprised that Private Company can
manage such a big developping project.
In Japan only government or public sector can
develop this kind of big project.
Only exception will be “the Woven City” ,
which will be developed by TOYOTA in Shizuoka
Prefecture.
As We also visited MarutiSuzuki automobile
Manesar factory in Gurugram on 2nd of
December, METCITY project have already taken
new MarutiSuzuki factory into account.
Concidering to invest India, most important thing
is to find out the proper and friendly Indian
partnor who guide to Indian market and can take
responcibility to domestic procedure and
customs.
Finally, I would like to introduce a short story.
Almost 34 years ago, I have first visited India as
the research follow of Matsushita Institute.
I accompanied with Managing Director of
Matsushita Institute whose main mission was to
meet Mother Teresa in Calcutta.
We visited Delhi, Patna, Varanasi, Calcutta, and
finally we could meet her. This fortune has come
from eager Indian female guide for Japanese we
hired who was twenties at that time.
Fortunately, our interpreter of this visit knew her,
and she live in Delhi. He got in touch with her,
finally I could meet her. I am very pleased with
this reunion, and promise to keep in touch.
She run a kind of Travel Agency in Delhi.
I would like to conclude my report on the
delegation, with sincere gratitude to all.

＜令和５年度南地区更生保護功労者顕彰式・祝賀会＞
 
 
昨日インドから羽田空港に到着したのが
朝6時、それから入国手続きの後
国内線ターミナルに移動して8時過ぎの
広島空港便で広島へ、自宅着は11時すぎでした。
 
たくさんの荷物、洗濯物等を片づけ、ホッと
一息すると空腹を覚え昼食、休んで1週間
以上留守にしている事務所へと思いましたが
、すっかり寝込んでしまい、気づくと夜、
軽く夕食を取り早めに休むことにしました。
疲れが一気に出たんだと思います。
 
一夜明け今朝はまず葬儀に参列しました。
大変お世話になった前の宇品社協会長のご葬儀です。
心からのお悔やみをお伝えしました。
 
午後からは保護司会の日程です。
南区役所での顕彰式に出席、さらに6時から
は祝賀会（ひろしま国際ホテル）でした。
まだ体調は本調子ではありませんが、
年末に向け頑張って参ります。

＜生活福祉保健委員会＞
 
 
今日は常任委員会で12月定例会が実質的に
スタートします。
午前中は生活福祉保健委員会で提出議案の
説明を受けました。
 
午後からはDX・行財政対策特別委員会に出席しました。
夜は三菱重工グループ労連広島地域連絡会
第5回総会に出席の後、懇親会でした。
 
帰国後すぐに本格的な忘年会シーズンに突入
、4年ぶりといった感じです。

＜12月定例県議会開会日＞
 

  今日から定例会が始まりました。
開会日は知事による提出議案の趣旨説明が行われます。
今回も300億円近い大型の補正予算が提案されています。
コロナの次は物価高騰対策で、財政出動が続いています。
しっかりと議論を深めて参ります。
 
午後からは「県政運営の基本方針2024」の
説明を受けました。
来年度予算の骨格部分ですが、私は県外流出
が全国一という人口動態調査が今年もでて、
この対策に全力で取り組まないと全ての施策
が水の泡になる、と厳しく指摘しました。
